The 'Betterwear' man or woman would call at your door, give you a free gift and a catalogue and leave it with you to decide if you wanted anything. They would call back a few days later, take your order and then deliver it a few days later still. Nearly every household would have had the free gifts, but fewer households actually purchased items. This dustpan and brush would have been purchased and has survive in good order. Probably one of those things that couldn't be resisted, but once owned actually wasn't much use! Like so much stuff that we buy today. I got this from a car boot stall where there were lots of other things that couldn't be resisted but in the event didn't find a use.
